The influence of community empowerment, and health promotion strategies on the implementation of Integrated Management of childhood Illness (IMCI) through local wisdom has been studied in the Timor Leste region. Timor Leste is one of the countries with the highest mortality rates. The morbidity rate of sick children’s in Aileu Municipality in 2022-August 2024 was dominated by cases of cough, not pneumonia and diarrhea. While the number of child deaths in Liquiça Municipality in 2022 to August 2024 with a case fatality rate (CFR) of 0.034. The Demographic and Health Survey (2016) shows that immunization coverage in Timor Leste is 49%, ARI 71%, diarrhea 15%, anemia 40%, malaria 48% and 96% breastfeeding. The research method used is a quantitative method with an observational study type in the first stage and the second stage using quasi-experimental.
The results of the first stage of research were analyzed using SEM with the SMART partial Least square approach which showed that there was an influence between empowerment on Local Wisdom with a p-value of 0.012, between HPS on LW with a p-value of 0.049, the influence between LW on the implementation of IMCI with a p-value of 0.05, the influence of empowerment on the implementation of IMCI, namely a p-value of 0.064 and the influence of HPS on the implementation of MTBS with a p-value of 0.057, the influence between empowerment on the implementation of IMCI through LW-MD with a p-value = 0.065 and HPS on the implementation of IMCI through LW=0.063. Meanwhile, the results of the second stage of research, namely before the implementation of the C-IMCI module on the condition of childs in the control group with a p value of 0.092 and an effect size of 0.153 and after the implementation of the module with a p value of 0.001 and an effect size of 0.297 and actions in the control group with a p value of 0.157 with an effect size of 0.129. While after the implementation of the C-IMCI module showed a p value of 0.010 with an effect size of 0.235. Thus the model empowerment on C-IMCI with effect size 0,933, p-value 0,001 and respons with mean of 59,35%
Based on the results of the first stage of research, the formulation of "Empowerment Model in Integrated Management of Childhood Illness in an effort to reduce child morbidity and mortality in Aileu and Liquiça Municipalities, Timor Leste, consisting of empowerment (X1), HPS (X2), Local Wisdom (Z) and Implementation of IMCI (Y) and the second showed a significant increase in empowerment and HPS through LW. While efforts to reduce child mortality and mobility through Local Wisdom. There were differences in family understanding regarding conditions or danger signs in sick toddlers between the control and treatment groups. This shows the effectiveness of the implementation of the C-IMCI module in conditions can increase from 0.153 to 0.297, while in action it increased from 0.129 to 0.235. Based on the results of the first stage of research, it can be concluded that there is an influence between empowerment on Local Wisdom which is more dominant with a p-value of 0.012 compared to the others. While the second stage of research is formulating the C-IMCI empowerment model by involving Local wisdom in efforts to reduce child mortality and mobility
